Proposals for a new building for the Second Chamber of Parliament were first raised as long ago as 1863. The matter was continually postponed and, at best, ideas were discussed for some form of renovation of the Ballroom at the Binnenhof complex, in which the Second Chamber met. By the early 1970’s, the lack of space had become so pressing that a new building became essential. The architect, Pi de Bruijn, was commissioned to design the new building. This report describes in detail how he arrived at his final design, in continual consultation with the Second Chamber Building Supervision Committee, the Government Buildings Agency and countless other organizations.
